Har Chhatravratti is a centralized online scholarship portal established by the Department of Higher Education, Government of Haryana. This initiative has been launched to provide financial assistance to students of Haryana domicile and belonging to SC, OBC, EWS and DNT categories. At present, a total of 16 scholarships are run by the state government and 7 are run by major departments. List of Scholarship and its Eligibility
The state government runs 16 types of scholarship schemes on the Har Chhatravratti Scholarship Portal and students can apply for any scholarship in which they fit and fulfil the criteria. Each scholarship has its own specific criteria that students must meet. Here are the eligibility criteria.
1. Post Matric Scholarship for SC Students
Post Matric Scholarship for SC students is a scheme for students belonging to Scheduled Castes and studying in class 11/12 or pursuing degree and post-graduate level courses including professional courses.
Eligibility Criteria
- Students must belong to Scheduled Castes.
- Students who are resident of Haryana.
- Students must be enrolled in a post matric or post secondary level program.
- Annual family income of Student must be below Rs 2,50,000.
- Students must maintain 75% attendance to continue the scholarship.
Amount and Benefits
Under this scheme students will get compulsory non-refundable fees and academic allowance for the entire duration of their course, the figure of which is as follows.

2. Post Matric Scholarship for BC, EWS, DNT Students
Post Matric Scholarship for OBC, EWS, DNT is an initiative of the Government of Haryana that provides financial assistance to students studying in post-matriculation or post-secondary level courses.
Eligibility Criteria
- Applicants must be resident of Haryana and from OBC, EBC and DNT-Community as notified by Central Govt./State Govt./UT Administrator.
- The student’s family income should be Rs 2,50,000 or less.
- Applicants must have 75% attendance in each academic year to continue the scholarship.
- Students studying through correspondence / online courses will be eligible.
- Students must have cleared the Matriculation or Higher secondary or any higher examination from a recognised University or Board of Secondary Education.
Amount
Under this scheme, students will be awarded Academic Allowance and Tuition fees and allowances until the end of the course. However, students who are pursuing their studies through correspondence / online courses will only be eligible to receive tuition fees. 3. Consolidated Stipend and Free Books Scheme For SC
The Consolidated Stipend and Free Books Scheme is offered to students who belong to Scheduled Castes and are pursuing courses in government institutions in Haryana. The scheme was implemented on 1st July 2008 to provide stipend and financial assistance for purchase of books.
Eligibility Criteria
- Students must be citizens of Haryana.
- He/She must belong to Scheduled Caste.
- Students must have 60% attendance.
- Students who fail to pass the University Examination (Final Examination) are not eligible.

4. Consolidated Stipend Scheme For Grand Children of Freedom Fighters
Haryana Government offers this scheme to honor the grandchildren (third generation) of freedom fighters. The scheme is open to students belonging to Scheduled Castes category and pursuing higher education from Government/Private aided colleges.
Eligibility
- Applicants must be Haryana resident.
- Only grandchildren of freedom fighters are eligible.
- Applicants should belong to SC category.
Amount
Scholarship amount is Rs.2000 for 12 months and additional Rs.2000 for purchase of books.

5. State Merit Scholarship to Under Graduate Girls Students
State Merit Scholarship for Undergraduate Girls Students is an initiative given to girls who have passed Class 12 and are enrolled in undergraduate programs.
Eligibility
- Applicants must be girls students and resident of Haryana.
- Students secured 60% marks in class 12 examination.
- Students must enrolled in general degree program in any Govt. College.
- Student pursuing studies through correspondence or online course/open universities are not eligible.
Amount
Scholarship will be awarded to 10 students per college and the scholarship rate is Rs.3000 per annum.

6. Haryana State Meritorious Incentives Scheme
Haryana State Merit Incentive Scheme is an initiative for meritorious students studying in government colleges. This scheme is offered to general and SC category students who have secured merit places in the annual university examination.
Eligibility
- Applicant should be from General or SC community.
- Must be resident of Haryana state.
- Applicant must be pursuing General Degree Course from Government College.
- There is no income limitation.
- It is a merit based scheme, so selection will be based on merit.
Amount
Scholarship amount will be provided separately for each stream such as arts,
Commerce, Science (Medical/Non-Medical), and will depend on how one ranks in the merit list.

7. Haryana State Meritorious Incentives Scheme for CBSE Students
Haryana State Meritorious Incentive Scheme for CBSE Students has been started to provide financial support to meritorious students .This scheme is offered to the students who have secured top position in CBSE 10th and 12th annual examination.
Eligibility
- Students who have secured first position in 10th and 12th annual CBSE board examination.
- Student should have citizenship of Haryana.
- Applicants must continue their studies as regular students.
- Those availing of any other scholarship will not be eligible.
Amount
- For the 10th class CBSE topper, the full fee will be paid by the state government but this amount shall not exceed 25,000/- (up to 10+2 level) and Rs 1 lakh per annum for degree/graduation level.
- For 10+2 toppers, the amount of incentive shall be equal to the fee paid by student, which shall not be applicable if it exceeds Rs.1 lakh.

8. State Merit Scholarship to UG and PG Students
State Merit Scholarship for UG and PG Students is an initiative launched by the Haryana Education Department to provide financial assistance to students pursuing degree, postgraduate and doctoral courses.
Eligibility
- Students who are citizen of Haryana.
- In case of rural areas, those who have secured at least 40% marks in Matric/Higher Secondary (Final), Pre-University Examination will be eligible for scholarship.

9. Lower Income Group Scheme
Low Income Group Scheme is a Post Matric Scholarship of Haryana Govt. It is presented with the aim of providing financial assistance to complete higher education. The scheme is open to students who are citizens of India and have a family income of less than Rs 12,000 per annum.
Eligibility
- This scholarship is open to Indian citizens only.
- Students must have passed Matriculation or equivalent examination or any higher examination of a recognized University or Board of Secondary Education.
- Students pursuing postgraduate courses in medicine are eligible, although they are not permitted to practice during the course.
- Candidates who studies through correspondence courses/open universities will not be eligible.
Amount
The scholarship will cover maintenance charges, fees and sanctioned education loan costs and typing/printing of thesis.

10. Haryana Merit-cum-Means Scholarship
The Department of Technical Education, Haryana offers merit-cum-means scholarships to students studying in polytechnic courses in government or government-aided colleges.
Eligibility
- Students must be permanent residents of Haryana.
- Students must be studying polytechnics in government or government-aided institutions.
- Annual family income of the student should be less than 2.5 lakh rupees.
Amount
The rate of Haryana Merit-cum-Means Scholarship is Rs.500 which is distributed to students on monthly basis.

11. Reimbursement of Tuition Fee and Transport Facility to Schedule Castes
Reimbursement of Tuition Fee and Transport Facility to Schedule Castes, an initiative of the Technical Education Department, Haryana. This scholarship is distributed among students pursuing technical courses.
Eligibility
- Students must belong to scheduled castes.
- Applicant must be a citizen of Haryana.
- The total annual income of the student’s family should be between 2.5 lakh to 3.5 lakh rupees.
Amount
Tuition Fee Reimbursement:
Actual Tuition Fee or Rs.20,000 for Diploma and Rs.40,000 for degree, whichever is less.
Transport Facility:
Amount of State Transport Facilities such as Train Pass and Bus Pass. etc.

12. State SC Scheme for Govt ITI
This scheme is offered to students who belong to scheduled castes and are pursuing ITI courses in government colleges. Under this scheme selected students will get Rs 200 per month to continue their studies.
Eligibility
- Students must belong to Scheduled Caste category.
- Students should be resident of Haryana.
- He/She must be studying ITI course in Govt. ITI college.
Amount
The scholarship amount will be paid in two installments and the amount disbursed under the scheme is Rs 200 per month plus an additional Rs 15 towards tuition fee.

13. HSCST Fellowship Programme
HSCST Fellowship Program is an initiative of Haryana State Council for Science Innovation and Technology which aims to provide financial assistance to candidates who qualify in the joint CSIR-UGC JRF-NET and LS-NET.
Eligibility
- Candidates must have obtained minimum 55% marks in M.SC or equivalent degree.
- Applicants must qualify the joint CSIR-UGC National Eligibility Test for Junior Research Fellowship (JRF) and Lectureship.
- Upper age limit is 28 years and additional 5 years for reserved candidates.

14. Promotion of Science Education (POSE) Scholarship Scheme
Promotion of Science Education (POS) Scholarship Scheme is a state level initiative launched by Haryana State Council for Science, Innovation and Technology. It aims to provide financial assistance to students studying in Basic & Natural Science.

- Applicants must be citizens of Haryana
- The qualifying marks are 80% for Haryana Board and 85% for CBSE/Other Boards.
- Applicants should have passed 10th and 12th examinations from a school situated in Haryana.

- To start with visit the official portal of Har Chhatravratti.
- New users click on ‘Student Registration’ and a registration form will open.
- Enter Parivar Pehchan Patra then verify the OTP and wait for the details to be fetched automatically.
- After that, select department and college, then set your password and click on “Register” button.
- Then enter the user ID and password and login to the portal.
- Now click on ‘Apply for Scholarship’ and choose the scholarship you want to apply for.
- Enter the required details and also upload the mandatory documents.
- Cross-check the application form and finally click on the button labeled ‘Submit’.
